Not bad, a bit short and low-pace, but not bad

Animation is not bad. The plot... could've been less obvious and somewhat more original/interesting. Also, the pause between his car stopped and collision is waaaayy too big.

Looks promising. I'd advise mixing speaking and action. For example, the characters can jump into fighting (like, the red one suspect that the other guy caused the destruction and attack him). And yeah, you'd better find someone to correct language mistakes.
