Yeah, they used to say seals were mistaken for mermaids because they looked like women from a distance. Not sure why exactly, but still... Also, if I remember right, the Nordic people (and maybe the Inuit too if I recall well) had their own legends about half-woman, half-seal creatures

More than one reason I chose this approach to him, actually.
In Dante's Inferno, the devil is frozen up to the waist. As well as the phrase "till hell freezes over", his ice abilities are inspired by both of these things.
That and, well, he is supposed to be a very cold person, which you can say is absolutely influenced by his need to keep up his image and sense of control at all costs.
